The record is written in the street. The hearing is eight months later.
PAIR digitises the paper pad your municipality already uses: you upload the scan, mark the fields on top of it and the PDF comes out with the same letterhead and the same checkboxes. The inspector fills it from the phone, with no signal, with the photo located and timed, and the record closes with the document’s fingerprint and the trail of who approved it.
What happens today
- The inspector writes the record at eleven in the morning in the street, leaves it in the tray at six in the afternoon, and someone types it up on Thursday. The only time on the case file is Thursday’s.
- They ask for the backing of an inspection from fourteen months ago. What there is: two boxes, a binder, and the photos the technical inspector sent by WhatsApp from a phone he has since replaced.
- The affected family’s form — name, national ID, household composition and sometimes health condition — is typed up at night and ends up in a spreadsheet forwarded by email to four people.

- Every pole as an item with its serial number, its wattage, its certificate and its history. Up the hill it is recorded with no signal, and whatever is left pending uploads when coverage returns.

- The contract’s technical inspector, before signing off the month.

- The compliance percentage per line item and per square, with the photo of the same point month after month, inside the polygon imported from the survey the municipality already has.

- The accredited surveyor from the emergency office, in the sector with no power.

- The sector count with no names and no national IDs for whoever consolidates figures, and the full identification only for whoever processes the aid. Unmasking asks for a written reason.
What is required of you, and where it sits in the product
No program keeps a municipality’s electronic case file. What a program can do is produce the document that goes into that file, with its time, its fingerprint and the trail of who approved it.
