The inspector never saw that pay item. The whole month bounces back.
The monthly payment statement depends on a work-progress record signed and dated by the government inspector. PAIR digitises your quantity survey sheet and your laboratory protocol exactly as they are on paper, fills them with no signal and puts a coordinate and a time on every photo.

- The whole monthly payment statement comes back over a single pay item: the government inspector says he never saw that stabilised base, and there is no way to show him where or when it was built.

What the contract requires, and where the evidence is stored
The Libro de Obras — the official site log — is opened and signed by the government inspector, and PAIR neither replaces it nor issues advanced electronic signatures. What it produces is the written evidence you write the entry from: the measurement, its photograph, its coordinate and its time.
